Position Overview
Responsible for all payroll tax activities, including compliance with local, state, and federal regulations. Responds to questions and special requests from employees and regulatory agencies, in researching laws and regulations regarding taxes and payroll withholding procedures, and preparing special reports for senior management.


1.    Analyzes reports and prepares account reconciliations for federal, state, and local taxes that are submitted to a third party vendor.
2.    Audits and reconciles payroll disbursements including tax deposits, positive pay/direct deposit, wage garnishments, and voluntary deductions on a weekly basis. 
3.    Calculates, balances, and reconciles payroll calculations, and resolves calculation errors and discrepancies that pertain to payroll taxes.
4.    Calculates and processes federal, state and local tax withholdings for non-cash transactions which include fringe benefit imputes.
5.    Audits payroll information for accuracy.  Analyzes system-generated and ad-hoc reports alerting to problems or errors.
6.    Creates and analyzes payroll data reports as necessary. 
7.    Interprets, applies, communicates and enforces payroll policies and procedures. Maintains knowledge of rules and laws which govern the payroll administration practices.
8.    Responds to payroll tax inquiries and resolves discrepancies as required.  Provides high level customer service and problem resolution for escalated issues.  
9.    Reviews and processes payroll adjustments. Reconciles discrepancies and maintains payroll records.
10.    Ensures that payroll-related transactions are processed in compliance with external and internal policies.
11.    Participates in testing and deployment of change and maintenance activities for payroll systems and processes as needed.  Participates in problem solving and special projects within the payroll team.

Education and Experience Requirements

•    Bachelor’s degree and 2+ years of payroll/tax experience required, or an equivalent combination of education and experience
•    Experience with federal, state and local payroll taxes and reconciliation experience required
•    Certified Payroll Professional (CPP) or Fundamental Payroll Certification (FPC) credentials preferred

Knowledge, Skills, and Abilities

•    Knowledge of payroll policies and procedures as well as corresponding local, state and federal regulations
•    Federal, state and local payroll taxes and reconciliation knowledge and skills 
•    Advanced computer skills with Microsoft Office applications (Word, Excel, PowerPoint, Outlook)
•    Attention to detail and accuracy with quantitative and qualitative data
•    Written and verbal communication skills to interact with internal and external entities and present information
•    Ability to handle sensitive information and maintain confidentiality
•    Organizational and time management skills, including process orientation and punctuality for on-time attendance
•    Ability to work independently under general supervision and collaboratively as part of a team
